A meeting of the Open Portion of the Council will be held in the Council Chamber, Town Hall on Monday, 24 May 2021 at 5:00 pm.

The title Chief Executive Officer is a term of reference for the General Manager as appointed by Council pursuant s.61 of the Local Government Act 1993 (Tas).
This meeting of the Council is held in accordance with a Notice issued by the Premier
on 3 April 2020 under section 18 of the COVID-19 Disease Emergency
(Miscellaneous Provisions) Act 2020.

The Chairman reports that she has perused the minutes of the meeting of the Open Portion of the Council meeting held on Monday, 10 May 2021, finds them to be a true record and recommends that they be taken as read and signed as a correct record.

In accordance with the requirements of the Local Government (Meeting Procedures) Regulations 2015, the General Manager reports that no Council workshops have been conducted since the last ordinary meeting of the Council.

Reports of Committees
In accordance with the provisions of Part 2 Regulation 25 of the Local Government (Meeting Procedures) Regulations 2015, the intention of the Council to act as a planning authority pursuant to the Land Use Planning and Approvals Act 1993 is to be noted.
In accordance with Regulation 25, the Council will act as a planning authority in respect to those matters appearing under this heading on the agenda, inclusive of any supplementary items.
The Council is reminded that in order to comply with Regulation 25(2), the Chief Executive Officer is to ensure that the reasons for a decision by a Council or Council Committee acting as a planning authority are recorded in the minutes.

That the Council approve the following changes to the 2020-21 Estimates listed below which will result in an improvement of the underlying result by $4.807M from the changes put forward in December and approve an increase of $0.397M in capital expenditure. Council Meetings - Review of COVID-19 Meeting Format
The purpose of this report is to enable the Council to review the current format of Council meetings that was put in place to respond to Public Heath advice in respect of the COVID-19 pandemic.
In October 2020, the Council resolved to resume physical Council meetings in the Council Chambers and on 9 November 2020, it resolved to do so in accordance with Public Health advice which meant that, both the Council Chamber and the Lady Osborne Room would be configured to ensure Public Health recommendations of 1.5m physical distancing and 1 person per 2m2 was maintained.
Following this decision, the Council Chamber was reconfigured to provide 1.5m spacing between all elected members at the meeting tables. The Executive Leadership Team were re-located to the public gallery which was also reconfigured to provide 1.5m spacing between all attendees. Applying the 1.5m distancing rule required a room capacity limit of 23 people being put in place for the Council Chamber
The same treatment was applied to the Lady Osborne Room which has been used as an overflow gallery with meetings of Council and Council Committees being live streamed to the room when required.
The current COVID-19 situation in Tasmania is relatively stable with general day-to-day living having returned to a somewhat normal state. A vaccination program has commenced and testing continues to be easily accessible for anyone displaying flu-like symptoms. Contact tracing has improved with the mandatory requirement for all businesses and venues to use the Check-In Tas app from 1 May 2021.
While there have been some relaxation to allow indoor gatherings to increase to 250 people it should be noted there has been no change to Public Health advice in respect to density limits and distancing recommendations unless an exemption is in place. The maximum density is still one person per 2 square metres of available space and where practicable, a distance of 1.5 metres from other people should be maintained. At the time of preparing this report Council officers are exploring the requirements applicable to exemptions as they may relate to Council meetings and Council functions more broadly.
The purpose of this report is to provide the Council with an opportunity to either reaffirm its decision to maintain the current distancing practice or, should the Council be inclined, the option to return to its previous room configuration within the Council Chamber with elected members seated around the horseshoe and the Executive Leadership Team seated at the meeting table.
It is not recommend that the distancing rule between attendees in the public gallery be relaxed at this time, therefore should the Council resolve to return to the traditional seating format, there would still be limited seating available in the gallery of nine additional attendees. This would be an increase on the current available seating of four and the overall capacity of the Council Chamber increasing from 23 to 29.
Committees that have not yet resolved to return to physical meetings may also wish re-consider their meeting format noting, that in order to continue to live stream meetings to the public, a return to the Lady Osborne Room for Committee meetings is not possible at this time. The Lady Osborne Room will continue to be used as an overflow gallery with meetings being streamed to the room as required.
That 1. The Council determines if it wishes to return the Council Chamber and Lady Osborne Room to the traditional room configuration with elected members and the Executive Leadership Team being seated at the meeting tables.
2. Committees that have not yet resolved to return to physical meetings determine whether they wish re-consider their meeting format.
3. Should the Council adopt to proceed to resume normal configuration of the meeting rooms, the Chief Executive Officer amend the COVID-19 Safe Plan for meetings as required and circulate to elected members as soon as practicable.
