Question:
Alderman Anna Reynolds
As per the regulations I anticipate that the response to my Question on Notice will be provided in 7 days and be included on the agenda for the 18 December Council meeting.
My question is as follows, can you please outline:
· The number of Council funded people (Aldermen and staff) that participated in the Univercities Conference and Study Tour delegation in November 2016, and the total cost of this delegation, with a breakdown provided of the costs of all airfares, accommodation and other (meals, ground transport etc) expenses, including a breakdown of costs for each staff member and each Alderman.
· The number of Council funded people (Aldermen and staff) that participated in the ‘Going Global Conference’ London and university cities Study Tour in the UK and Europe in May 2017, and the total cost of this delegation, with a breakdown provided of the costs of all airfares, accommodation and other (meals, ground transport etc) expenses, including a breakdown of costs for each staff member and each Alderman.
· Copies of the Aldermanic Reports that were submitted following these 2 Study Tours
Response:
University Cities Conference and Study Tour – November 2016.
The Vice Chancellor of the University of Tasmania strongly urged on several occasions that the Lord Mayor and Aldermen participate in a university cities conference in Budapest in November 2016 followed by a short study tour to two well-known University cities – Freiburg in Germany and the Cambridge in the UK. The conference explored the relationship between universities and colleges and the cities, towns and regions where they are located. Council participation was suggested by the Vice Chancellor due to UTAS’s intention to move more of its campus into the inner city and how Hobart can best position itself to take the full benefit of being a University City. It was also timely and relevant with discussions underway regarding a City Deal for Hobart. In the case of Cambridge, the University worked with the Government and local authorities to secure one of the most successful City Deal agreements in the United Kingdom with significant investments being made in the areas of transport and housing, with a goal of more than 34,000 new affordable homes being built by 2031. The Council approved the City of Hobart’s participation in the Univercities Conference and subsequent study tour at its meeting on 24 October 2016 and nominated Aldermen Briscoe and Burnet to attend and also approved the participation of General Manager and / or his nominee.
Despite not being required by the Policy for this type of Council-approved study tour, Alderman Briscoe offered to use his annual professional development allocation to offset the cost of his airfares (as per the Council decision of 24 October 2016).
The estimated cost for the conference and attendance was $14,000 each.

Going Global Conference’ London and Study Tour – May 2017
Building on the success of the delegation to the UniverCities Conference – Budapest and study tour in November 2017, the Vice-Chancellor of the University of Tasmania (UTAS) again strongly urged the Lord Mayor and Aldermen to accompany him to continue to explore exemplar university cities prior to attending the Going Global 2017 Conference in London, 22-24 May 2017.
The Going Global 2017 conference explored how universities and colleges support city-regional economies and social and civic engagement and the connection of the world's cities to global knowledge and talent and addressing global challenges.
The Council approved the City of Hobart’s participation in the Going Global Conference and study tour at its meeting on 3 April 2017 and nominated the Lord Mayor and Aldermen Thomas and Denison to attend and also approved the participation of General Manager and / or his nominee.
This study tour was considered important given that it would increase our preparedness to understand and negotiate a City Deal for Hobart.
Since returning, the Lord Mayor and I have had several high-level discussions with the Assistant Minister for Cities and Digital Transformation, Angus Taylor whereat we discussed our learnings from our Europe study tours, demonstrating our understanding of what would be required for a successful City Deal. These meetings discussed the potential key components of a City Deal for Hobart including STEM, light rail and other public transport options, affordable housing and Macquarie Point, which could potentially see an investment of $0.5 billion.
The estimated cost for the conference and attendance was $13,733 each.
In addition and in conjunction with the above, at its meeting of 8 May 2017 the Council endorsed a delegation travelling to L’Aquila in May 2017 to mark the 20th anniversary of the sister-city relationship between Hobart and L’Aquila given that there was a delegation already in Europe.
The Council approved the attendance of Alderman Zucco as part of the delegation notwithstanding that he was not part of the existing delegation travelling to Europe.
