Alderman Sexton left the meeting at 5.42 pm and returned at 5.44 pm.
The Lord Mayor retired from the meeting at 6.00 pm and Alderman Zucco took the Chair. The Lord Mayor was not present for items 14-29 inclusive.
Alderman Sexton left the meeting at 6.24 pm after declaring an interest in item 16 and returned at 6.30 pm.

A painting was presented to the City of Hobart by Deputy Mayor Hang Dong from Fuzhou, China on his visit to Hobart on Friday 13 October 2017.
The painting is of a Rooster which means fortune and good luck in the Chinese culture.
In accordance with the requirements of the Local Government (Meeting Procedures) Regulations 2015, the General Manager reports that no Council workshops have been conducted since the last ordinary meeting of the Council.
No questions were received.

Pursuant to the Hobart Interim Planning Scheme 2015, the Council refuse the application for Partial Demolition and Front Fencing at 10 David Avenue SANDY BAY for the following reasons:
1. The proposal does not meet the acceptable solution or the performance criterion with respect to clause E.13.8.1 A1 and P1 of the Hobart Interim Planning Scheme 2015 because the partial demolition of the existing front fence results in the loss of fabric or landscape elements that contribute to the historic cultural heritage significance of Heritage Precinct Sandy Bay 9 and the following do not apply: (i) there are environmental, social, economic or safety reasons of greater value to the community than the historic cultural heritage values of the place; (ii) there are no prudent or feasible alternatives and (iii) the replacement fence is more complementary to the heritage values of Heritage Precinct Sandy Bay 9.
2. The proposal does not meet the acceptable solution or the performance criterion with respect to clause E.13.8.2 A4 and P4 of the Hobart Interim Planning Scheme 2015 because the new front fence and gates are not sympathetic in design (including height, form, scale and materials), and setback to the style, period and characteristics of Heritage Precinct Sandy Bay 9.
3. The proposal does not meet the acceptable solution or the performance criterion with respect to clause 10.4.7 A1 and P1 of the Hobart Interim Planning Scheme 2015 because the new front fence and gates do not provide mutual passive surveillance between the road and the dwelling and are not compatible with the height and transparency of fences in the street. PART B That the Council significantly promote the risk of building front fences without appropriate Council approval and for this information to be promoted in writing to the architectural community and via suitable media platforms such as City News and social media.

The recommendations of the Arborist Impact Assessment (Romanski 27/11/15 as submitted with the application) for trees 1 and 2 as identified in that document must be implemented throughout the construction works.

ENVIRONMENTAL
ENV1
Sediment and erosion control measures sufficient to prevent sediment from leaving the site must be installed prior to any disturbance of the site. Sediment controls must be maintained until all areas of disturbance have been stabilized or revegetated.

For further guidance in preparing Soil and Water Management Plans in accordance with Fact Sheet 3 Derwent Estuary Program go to www.hobartcity.com.au development engineering standards and guidelines.
Reason for condition
To avoid the sedimentation of roads, drains, natural watercourses, Council land that could be caused by erosion and runoff from the development, and to comply with relevant State Legislation.

The landslide risk mitigation measures recommended in the letter from Terroir Pty Ltd dated 16 May 2016 must be implemented during the works.

To reduce the risk to life and property, and the cost to the community, caused by landslides.
ENGINEERING

The cost of repair of any damage to the Council’s infrastructure resulting from the implementation of this permit, must be met by the owners within 30 days of the completion of the development.
A photographic record of the Council’s infrastructure adjacent to the subject site must be provided to the Council prior to any commencement of works.
A photographic record of the Council’s infrastructure (e.g. existing property service connection points, roads, buildings, stormwater, footpaths, driveway crossovers and nature strip, including if any, pre-existing damage) will be relied upon to establish the extent of damage caused to the Council’s infrastructure during construction.
In the event that the owner/developer fails to provide to the Council a photographic record of the Council’s infrastructure, then any damage to the Council’s infrastructure found on completion of works will be deemed to be the responsibility of the owner.
Reason for condition
To ensure that any of the Council’s infrastructure and/or site-related service connections affected by the proposal will be altered and/or reinstated at the owner’s full cost.

The cost of any alterations to the Council’s or third-party infrastructure incurred as a result of the proposed development works must be met by the owner.

Prior to issue of any Certificate of Completion a suitably qualified engineer must confirm the installation of the works within five metres of Council’s stormwater main is in accordance with the approved drawings and complies with this condition. Should any remediation works be required, these must be carried out at the developer’s cost.
All work required by this condition must be undertaken in accordance with the approved design.

All work required by this condition must be undertaken in accordance with the approved design drawing and structural certificates.
Once the works have been completed, the as constructed drawings must be submitted to the Council.

In line with a previous report submitted to the Community Culture and Events Committee of 9 November 2016, support for the Estia Greek Festival, Festa Italia and the City of Hobart Eisteddfod be considered as part of an urgent report on the possible establishment of a ‘City Partnerships’ program with community based events and their supporting organisations, such as the Royal Hobart Regatta and the Sandy Bay Regatta, which have had long standing grant or support recipient relationships with the City of Hobart. 5. In light of the significant benefits that the Musica Viva Tasmania (MVT) concert program brings to the city, and in particular the benefits provided to the City of Hobart and the wider cultural community through the housing of the Steinway Model D concert grand piano in the Town Hall, the City of Hobart enter into a new partnership agreement with Musica Viva Tasmania, for a five year period from 2018-2022, that allows them to utilise the Town Hall for up to eight concerts per annum with no cost for hall hire. 2. The City of Hobart continue to fund the insurance and maintenance charges associated with the piano at an annual cost of approximately $2140. 3. An additional allocation of $11,000 be listed for consideration in the in the Halls function of the draft 2019-20 Annual Plan to undertake a major refurbishment of the piano. 4. The General Manager be delegated the authority to amend the existing contractual deed that specifies the conditions relating to the housing of the grand piano to reflect the new partnership arrangement. 5. The value of the in kind support provided to MVT be recorded in the relevant Annual Reports in accordance with the Council’s policy in relation to the disclosure of grants and benefits. |

To incentivise subscribers, patrons who sign up to The Taste of Tasmania website be given 24 hour access, ahead of the General Public, to purchase New Year’s Eve and Reserved Seating daily tickets. 4. Premium Reserved Seating tickets be priced at $25 inclusive of GST if applicable and booking fee, with a five hour sitting period. 5. A second, more economical Reserved Seating area, targeting large families and group bookings, ‘The Riverside’ will offer tickets to be priced at $50 per table inclusive of GST if applicable and booking fee, with a shorter three hour sitting period. 6.
