REPORT TITLE:                  25 Copley Road, Lenah Valley - Subdivision - New Road Name

REPORT PROVIDED BY:  Manager Road and Environmental Engineering

1.         Report Purpose and Community Benefit

1.1.     The purpose of this report is to recommend a name for a new road that is being constructed as part of a subdivision development at 25 Copley Road, Lenah Valley.  The new road will adjoin the current road network at 22 Cuthbertson Place.

2.         Report Summary

2.1.     Following consultation with the developer, surrounding residents, and the Nomenclature Board of Tasmania, the name Bluestone Rise has been selected as the preferred name for the new road.

2.2.     The developer proposed the road name Bluestone Rise.  The word bluestone affords a connection to the Giblin Street Quarry that is directly to the east of the development.  The quarry was used to extract dolerite which is commonly known as “bluestone” in Tasmania.

2.3.     The classification of ‘Rise’ has been chosen to fit with location of the road within the landscape.  The description by the Nomenclature Board’s Rules for Place Names in Tasmania of ‘Rise’ is ‘a roadway going to a higher place or position’.

2.4.     A number of existing properties will be potentially affected by the proposed road name, as the new road creates a road extension from an existing cul-de-sac.  The cul-de-sac is currently numbered as part of Cuthbertson Place.

2.5.     The affected properties are numbers 16, 18, 20 and 24 Cuthbertson Place, which by virtue of the new subdivision, will now front the initial section of the new road.

2.6.     The affected residents have no objections to the proposed road name nor have proposed any alternatives.  They have however, also unanimously decided to keep their current addresses.  An information sign shall to be placed under the new road name sign directing traffic to the existing residents in Cuthbertson Place.

 


 

3.         Recommendation

That:

1.      The new road created by the subdivision at 25 Copley Road off 22 Cuthbertson Place, Lenah Valley be named Bluestone Rise.

2.      The Nomenclature Board of Tasmania, the developer and affected residents be advised of the Council’s decision.

3.      The new road name be sign posted along with an information sign for previously existing properties on the road which will retain their current Cuthbertson Place numbering.

4.         Background

4.1.     A new road is being constructed as part of the subdivision development at 25 Copley Road, Lenah Valley.  The new road will join the existing road network at the end of a previous cul-de-sac at 22 Cuthbertson Place (refer Attachment A to this report).

4.2.     The developer has proposed the name Bluestone Rise for the new road due to the connection of the development with the Giblin Street Quarry.

4.3.     The new road comes off an existing cul-de-sac where fronting properties have Cuthbertson Place address numbering.  The new road is a major extension beyond the cul-de-sac and as such requires a new name.  The new road will include properties currently numbered 16, 18, 20 and 24 Cuthbertson Place.

5.         Proposal and Implementation

5.1.     The road name Bluestone Rise has been proposed by the developer of the subdivision.  The name bluestone affords a connection to the Giblin Street Quarry that is directly to the east of the development.  The quarry was used for the extraction of dolerite, which commonly is known as bluestone in Tasmania.

5.2.     A walkway forming part of the development will lead off from the most elevated point of the new road down to the top end of Giblin Street, adjacent to the Quarry.

5.3.     The flat hill located to the south of the development predominantly consists of dolerite quarry spoil and will likely be used for landscaping purposes for the development.

5.4.     The classification of ‘Rise’ has been chosen to fit with the location of the road within the landscape.  The description in the Nomenclature Board’s Rules for Place Names in Tasmania (Schedule 3) of ‘Rise’ is ‘a roadway going to a higher place or position’ (refer Attachment B to this report).

5.5.     The Nomenclature Board of Tasmania has advised that the road name Bluestone Rise is acceptable.

5.6.     No objections have been raised by the City’s neighbouring councils regarding the name Bluestone Rise.

5.7.     A number of existing properties will be directly affected by the proposed new road name being numbers 16, 18, 20 and 24 Cuthbertson Place.  These properties currently front on to a cul-de-sac, which is to have a major extension with the new road, and as a result these properties will front on to the new road.

5.8.     The affected residents have all decided to keep their current addresses.  An information sign shall to be placed under the new road name sign advising of the location of the existing properties, which will be retaining their Cuthbertson Place address numbering.

5.9.     Once Council has made a resolution regarding the new road name, a request will be lodged with the Nomenclature Board of Tasmania to register the name.  The Board must be advised of the Council’s decision within 40 days, in accordance with the Survey Co-ordination Act 1944.

5.10.   A new road name sign will be installed once the Nomenclature Board of Tasmania has registered the road name.

6.         Strategic Planning and Policy Considerations

6.1.     Naming of the new road aligns with the following area in the City’s Strategic Plan:

6.1.1.     Priority Area of activity – TWO – Urban Management, specifically Strategic Objective 2.2.2 Develop, manage and maintain the City’s urban spaces and infrastructure.

7.         Financial Implications

7.1.     Funding Source and Impact on Current Year Operating Result

7.1.1.     The naming of the new road requires no additional funding.  The installation of the new street sign and information sign can be accommodated within the existing 2018-2019 road maintenance budget.

7.2.     Impact on Future Years’ Financial Result

7.2.1.     No impact.

7.3.     Asset Related Implications

7.3.1.     No impact.

8.         Community and Stakeholder Engagement

8.1.     The developer and the residents of numbers 16, 18, 20 and 24 Cuthbertson Place will be advised following the Council’s decision regarding the new road name.

9.         Delegation

9.1.     This is a matter for the Council to determine.
