The Acting General Manager reports:
“That in accordance with the provisions of Part 2 Regulation 8(6) of the Local Government (Meeting Procedures) Regulations 2015, these supplementary matters are submitted for the consideration of the Committee.
Pursuant to Regulation 8(6), I report that:
(a) information in relation to the matter was provided subsequent to the distribution of the agenda;
(b) the matter is regarded as urgent; and
(c) advice is provided pursuant to Section 65 of the Act.”

Memorandum: Council
Australian Local Government Association Community Infrastructure Ideas Register
Purpose
The purpose of this report is to enable the Council to determine whether it
wishes to nominate any projects to the Australian Local Government
Association’s Community Infrastructure Ideas Register.
Background
The Australian Local Government Association (ALGA) has written to the Council
asking if it would like to nominate three potential projects for its Community
Infrastructure Ideas Register (attachment A). ALGA has
requested that responses be provided by Friday 27 April 2018.
In the upcoming Federal Election, ALGA will be advocating for the establishment of a Community Infrastructure Program by the Federal Government with funding of $300 million per annum for four years.
The Community Infrastructure Program would be particularly targeted at the renewal and replacement of ageing community infrastructure including, among other things:
· Community halls
· Swimming pools
· Ovals and playgrounds
· Libraries
· Walking and cycling trails
· Boat ramps
· Seawalls
In considering whether to nominate projects to ALGA’s register, the Council might like to consider the following for inclusion on the list:
Doone Kennedy Hobart Aquatic Centre
redevelopment
The Doone Kennedy Hobart Aquatic Centre is a very popular community facility
but at almost 21 years old, it is due for significant redevelopment.
Following consultation with key stakeholders a Master Plan for the Centre was
developed and adopted by the Council in May 2017. The Master Plan
proposes a total redevelopment that will cost approximately $22M for the City
to undertake. The City is in a position to fund $12M of these works itself and
the Tasmanian Government has committed a further $3M towards the project.
However, an additional $7M is required to fund the balance of the project.
Sports Grounds Change Room facility
upgrades
The demand for upgrades to change rooms has
increased dramatically as participation in female football and cricket has
exploded in the past two years on the back of successful AFLW and WBBL
seasons.
Given these changes and the growth of participation in sport more generally, the provision of upgraded female friendly facilities is critical. To sustain this growth and to meet contemporary expectations, significant investment is required.
An audit of the change room facilities at each of the City’s 20 playing fields is now underway and when complete will provide an understanding of the quantum of investment required to refurbish and improve facilities accordingly.
Domain Athletic Centre lighting
The track surface at the Domain Athletic Centre has recently been replaced with
new synthetic material which will allow Hobart to host national and
international events.
The new track is certified IAAF Class 2 which means national and world records achieved in Tasmania will be officially recognised.
A lighting upgrade at the Centre will further enhance the Centre’s
versatility and capability in hosting events.
Other projects
There were a number of other projects identified during the formation of the 10 year Capital Works Program that could not be funded. These include:
· Hunter/Evans Street
· Battery Point walkway
· Visitor Centre at the Springs
· Tram workshop and display facility
· Material separator at McRobies Gully
Unfortunately as this program targets the renewal and replacement of ageing community infrastructure, these projects are not eligible for nomination.
Proposal
It is proposed that the Council determine whether it wishes to nominate any
projects to ALGA’s Community Infrastructure Ideas Register.
If the Council does wish to nominate any projects, the following be submitted to ALGA:
· Doone Kennedy Hobart Aquatic Centre redevelopment
· Sports Grounds Change Room facility upgrades
· Domain Athletic Centre lighting
That: 1. That the information be received and noted. 2. The Council consider if it wishes to nominate any projects to the Australian Local Government Association’s Community Infrastructure Ideas Register. 3. If the Council wishes to nominate projects to the Ideas Register, the following be submitted to the Australian Local Government Association: Doone Kennedy Hobart Aquatic Centre Sports Ground Change Room Facility upgrades Domain Athletic Centre lighting
