Memorandum: Governance Committee
Local Government Representative - State Grants Commission
Introduction
The purpose of this memorandum is to gauge interest amongst Aldermen to
nominate for the State Grants Commission.
Background
The Local Government Association of Tasmania (LGAT) has written to General
Managers advising that one of the two Local Government representative members
of the State Grants Commission has resigned effective 31 December 2017
(attachment A).
Section 4 of the State Grants Commission Act 1976 requires that the State Grants Commission consist of two members who are, or who have been, associated with Local Government in Tasmania.
Given this, the Minister for Local Government has requested that the LGAT provide the names and CVs of four suitable candidates for his consideration, to fill the position left vacant.
State Grants Commission members are appointed by the Governance for a period of up to three years and receive remuneration of $23,067 per annum (plus superannuation) including the reimbursement of expenses incurred in exercising their functions.
It should be noted that the State Government’s Women on Boards Strategy 2015-20 requires Ministers to undertake actions to nominate women for board membership to achieve gender balance. This should be taken into consideration during the nomination process.
The State Grants Commission performs a significant function by making recommendations to the Treasurer concerning the distribution of Australian Government financial assistance grants (FAGS) and identified local roads funds (ILRFs) to Local Government under the provisions of the Australian Government legislation, the Local Government (Financial Assistance) Act 1995.

Conclusion
The LGAT have advised that one of the two Local
Government representative members of the State Grants Commission has resigned
effective 31 December 2017.
Nominations are to be forwarded to the LGAT by 28 August 2017.
Recommendation
The Council consider an Aldermanic
nomination as one of the two Local Government representative members to the
State Grants Commission.
