REPORT TITLE:                  65th Multi-District Lions Convention 2017 - fee waiver installation of civic banners

REPORT PROVIDED BY:  Director Community Development

 

1.         Report Purpose and Community Benefit

1.1.     The purpose of this report is to seek the Council’s consideration of financial support to Lions International through the waiver of the installation costs of civic banners in Davey Street from 1 May to 8 May 2017 for the 65th Multi-District Lions Convention 2017.

1.2.     The convention will bring 1000 national and international delegates to Hobart for five days, with additional days of pre and post conference touring and has an expected economic benefit of $3.5 million.

2.         Report Summary

2.1.     This report seeks the Council’s consideration of financial support to Lions International through the waiver of the installation costs of civic banners in Davey Street from 1 May 2017 to 8 May 2017.

2.2.     The Lions convention is expected to host 1000 national and international delegates and has an anticipated economic benefit of $3.5 million.

2.3.     The Council is supporting the convention by way of a Lord Mayor Civic Reception but a further request has been received for the waiving of civic banner installation costs of $1,100 (GST inclusive).

2.4.     This report recommends that the Council determine whether it wishes to provide financial support for the waiver of the installation and removal costs of civic banners.

3.         Recommendation

That the Council determine whether it wishes to provide financial support to the 65th Multi-District Lions Convention 2017 through the waiver of the installation costs of convention civic banners in Davey Street from 1 May 2017 to 8 May 2017 to the value of $1,100 (GST inclusive).

 


 

4.         Background

4.1.     The Lions Club of Southern Tasmania was successful in their bid to host the 65th Lions Multiple District Convention in Hobart in May 2017 at Wrest Point.

4.2.     This convention has been held in Tasmania five times, twice in Launceston and three times in Hobart – in 1978, 1993 and 2003.

4.3.     The 2017 convention is expected to host 1000 delegates and partners from across Australia, Indonesia, Papua New Guinea and New Zealand.

4.4.     The convention is being held over five days at Wrest Point Convention Centre and delegates and partners are expected to pre and post tour.

4.5.     A convention of this size and duration is estimated to provide $3.5 million in economic benefit to Hobart.

4.6.     The Council is supporting Lions by way of the Lord Mayor hosting a Civic Reception for 70 people in the Lord Mayor’s Court Room on 3 May 2017 at an estimated cost of $1,400 and the Lord Mayor has also accepted an invitation to welcome the convention delegates to Hobart by speaking at the convention’s opening on 5 May 2017.

4.7.     A further request for support has been received by the convention organiser for the Council to consider supporting the promotion of the convention through the waiver of the installation costs of civic banners from 1 to 8 May 2017 (attachment A).

4.8.     The convention has requested the main arterial installation of Davey Street, given the convention is to be held at Wrest Point and delegates will travel via Davey Street.  The banners will be flown from 1 to 8 May 2017.

4.9.     Council officers have booked this location on behalf of Lions.

4.10.   It is understood that Lions has gained the support of a sponsor to produce the banners.

4.11.   The cost of the installation and removal of the banners for the period requested is $1,100 (GST inclusive).

4.12.   Given the event is a conference the funding request does not meet the requirements of the City of Hobart’s Community Development Grants Program

4.13.   It should be noted that the City of Hobart does support the business events sector more broadly through its strategic partnership with Business Events Tasmania whereby an annual grant is provided to Business Events Tasmania.  In 2016/2017, the quantum of that grant was $100,000.

5.         Proposal and Implementation

5.1.     It is proposed that the Council determine whether it wishes to provide financial support to the 65th Multi-District Lions Convention 2017 through the waiver of the installation and removal costs of civic banners in Davey Street from 1 May 2017 to 8 May 2017.

5.2.     Should the Council determine to support this request:

5.2.1.     The cost of the installation and removal of the civic banners is $1,100 (GST inclusive) which would be attributed as an un-budgeted cost to the City Marketing budget function of the 2016/2017 Annual Plan.

5.2.2.     The value of the support provided to the 65th Multi-District Lions Convention 2017 would be recorded in the 2016/2017 Annual Report in accordance with the Council’s policy in relation to the disclosure of grants and benefits.

6.         Strategic Planning and Policy Considerations

6.1.     The request aligns with the Council’s Capital City Strategic Plan 2015-2025, Goal 1 Economic Development, Vibrancy and Culture.

7.         Financial Implications

7.1.     Funding Source and Impact on Current Year Operating Result

7.1.1.     The installation and removal cost associated with the civic banners is $1,100 (GST inclusive) and is not budgeted for in the current financial year. 

7.1.2.     Should the Council determine to support the request, the cost would be attributed to the City Marketing function in 2016/2017.

8.         Legal, Risk and Legislative Considerations

8.1.     Not applicable.

9.         Community and Stakeholder Engagement

9.1.     The Manager Community and Cultural Programs and City Marketing Administration Officer have been consulted in the writing of this report.

10.      Delegation

10.1.   This matter is delegated to the Council for determination.
