6.6    Tasman Highway Memorial Bridge - Release of Proposal for Stakeholder Comment

REPORT TITLE:                  Tasman Highway Memorial Bridge - Release of Proposal for Stakeholder Comment

REPORT PROVIDED BY:  Director City Planning

1.         Report Purpose and Community Benefit

1.1.      The purpose of this report is to present the proposed Tasman Highway Memorial Bridge (Attachment A) connecting the Cenotaph, Intercity Cycleway with the upper Queens Domain, Doone Kennedy Hobart Aquatic Centre (DKHAC), and the Soldiers Memorial Avenue. 

1.2.      Endorsement is sought to formally engage with stakeholders on the preliminary design so that a proposal can be finalised for the lodgement of a formal planning application with the Council. This proposal was first identified in the Queens Domain Master Plan 2013 and received funding from the Centenary of ANZAC memorial program in 2015.

1.3.      Architects Denton Corker Marshall, in partnership with ARUP, Inspiring Place and BPSM Architects has undertaken the design brief for the project.

1.4.      The benefit to the community are numerous including:

1.4.1.    Improved pedestrian and cycling connection between the Cenotaph, Macquarie Point and the Intercity Cycleway with the upper Domain, Soldiers Memorial Avenue and DKHAC.

1.4.2.    An elegant memorial for the Centenary of Anzac.

1.4.3.    A high quality design statement at the entrance to the CBD and Sullivans Cove.

2.         Report Summary

2.1.      The report presents the proposed Tasman Highway Memorial Bridge connecting the Cenotaph, Macquarie Point and the Intercity Cycleway with the upper Queens Domain, Soldiers Memorial Avenue and the DKHAC. 

2.2.      The proposal for a shared pedestrian and cycling bridge in this location was identified within the Domain Master Plan 2013 and was added to the list of Inner City Action Plan projects.  Funding from the Centenary of Anzac grants program for the bridge was approved in 2015. 


 

2.3.      Denton Corker Marshall with partners ARUP, Inspiring Place and BPSM Architects were commissioned through a public tender process to undertake the design brief.  The proposal is for a 4.5 metre wide 200 metre long shared pedestrian and cycling bridge with a twisting plan.  The alignment of the bridge is precisely on axis with Anzac Parade with the Cenotaph terminating the vista.

2.4.      Preliminary consultation has been held with State Growth noting the bridge spans a state road.  Endorsement by Council for wider stakeholder consultation is being sought to allow a final concept design to be formulated to allow a proposal to be lodged for planning consent.  

3.         Recommendation

That:

1.      The Tasman Highway Memorial Bridge Preliminary Concept Design, marked as Attachment A to the report, be released for stakeholder consultation.

2.      A further report be submitted to the Council outlining the results from the public consultation process and presenting a final concept design suitable for the lodgement of a formal planning application. 

 

 

4.         Background

4.1.      The Queens Domain Master Plan, endorsed by Council in 2013, identified access to the park from the city, surrounding suburbs and foreshore as a major constraint to community use and enjoyment of the park. This impediment has occurred incrementally through the development of the current system of highways which now surround the majority of the Domain.

4.2.      The Master Plan recommends the development of six new pedestrian/shared use bridges, including one linking the Cenotaph to the Soldiers Memorial Avenue on the Domain. The Australian Government announced on 19 April 2015 that it will provide $8 million from the ANZAC Centenary Public Fund for the development of a bridge to connect the Cenotaph/Regatta Grounds precinct with the rest of the Queens Domain.  

4.3.      Architects Denton Corker Marshall in partnership with ARUP, Inspiring Place and BPSM were commissioned through a public tender process to undertake the design brief. 


 

5.         Proposal and Implementation

5.1.      The proposal is for a 4.5 metre wide 200 metre long shared pedestrian and cycling bridge with a twisting plan that is both respectful to its cultural setting and purpose but importantly elegant and powerful as a memorial and entrance statement.  Access points to the bridge are DDA compliant and the bridge has been designed for use by both pedestrians and cyclists and connects into the existing path network on the Queens Domain.

5.2.      The alignment of the bridge is precisely on axis with Anzac Parade with the Cenotaph terminating the vista.  The deck of the proposed bridge becomes a civic space that extends the Anzac Parade and provides an elevated platform to view and experience the Cenotaph precinct.

5.3.      Importantly the low horizontal profile of the bridge maintains views to the city and hills beyond when travelling on the highway into the city and the alignment allows for the retention of historic monuments and significant trees.  The recently placed monument in recognition of the 2nd 40th battalion would, however, need to be repositioned to accommodate the western landing point for the bridge. 

5.4.      The designers have also identified an opportunity, subject to stakeholder consultation, to etch commemorative names, events or other memorialisation onto the cladding of the bridge either along the entire length or in selected locations. 

5.5.      Alternative alignments and bridge typologies were considered, however, they did not present the same elegant and powerful result that has been presented in the preliminary concept design.

5.6.      It is proposed to release the preliminary concept design for stakeholder consultation.  The feedback on the proposal during the consultation process will be used to refine the design.  It is then proposed that a further report on the outcomes of the stakeholder engagement along with a final concept design be presented to the Council for endorsement to lodge as a planning application.

6.         Strategic Planning and Policy Considerations

6.1.      The construction of the Tasman Highway Memorial Bridge is identified in the Council-endorsed Queens Domain Master Plan and is identified as an ICAP Project.  Furthermore the proposal fulfils the following strategic objectives outlined within the Capital City Strategic Plan 2015-2025.

6.1.1.    2.1    A fully accessible and connected city environment.

2.2    A people focussed city with well-designed and well managed urban and recreational spaces.

2.4    Unique heritage assets are protected and celebrated.

7.         Financial Implications

7.1.      Funding Source and Impact on Current Year Operating Result

7.1.1.    As outlined previously a total grant of $8 million has been allocated, inclusive of GST, for the design and development of the bridge with the majority of which being allocated for the construction of the bridge in the 2017/2018 financial year. 

7.2.      Impact on Future Years’ Financial Result

7.2.1.    As outlined above.

7.3.      Asset Related Implications

7.3.1.    Maintenance and cleansing costs of the proposed bridge is anticipated to be in the order of $200,000 per annum with an asset renewal of $100,000 per annum. 

8.         Legal, Risk and Legislative Considerations

8.1.      A risk analysis will be undertaken as part of any tendering process while State Government approval will be necessary for the lodgement of the proposal for planning approval as the bridge straddles a state highway. 

8.2.      A risk assessment will also be undertaken on the form of the bridge to ensure it does not present an unreasonable risk for users and vehicle movements on the Tasman Highway.

9.         Environmental Considerations

9.1.      The establishment of the bridge will further facilitate sustainable transport initiatives.

10.      Social and Customer Considerations

10.1.   The establishment of the bridge will improve accessibility to the Queens Domain and open up recreational opportunities.  Furthermore the recommendation of this report is to seek greater understanding of the social and customer considerations for this proposal.  The consultation process is proposed to be managed and facilitated by Inspiring Place who have an intimate knowledge of the area and have a proven record of community engagement on such projects.

11.      Marketing and Media

11.1.   The Council’s endorsement of the preliminary concept design for public consultation will afford an obvious opportunity for a media announcement. This announcement should be coordinated with both the Federal and State Governments, and Inspiring Place who will be charged with the responsibility for managing the public consultation process. 

11.2.   The naming of the bridge will be the subject of further discussions with stakeholders and a separate report to the Council for consideration. 

12.      Community and Stakeholder Engagement

12.1.   The fundamental recommendation of this report is to undertake a community engagement process seeking feedback on the preliminary concept design.  As outlined above this process will be conducted and managed by Inspiring Place. 

13.      Delegation

13.1.   The decision to release the preliminary concept design of the Tasman Highway Memorial Bridge for public consultation rests with the Council.
