The Hobart Workshop Committee Meeting (Open Portion) held on Monday, 17 March 2025 at 4.01pm in the Lady Osborne Room.

In accordance with clause 4.6 of the terms of reference the Chief Executive Officer appointed Lord Mayor Councillor Reynolds as an Appointed Member to the Committee.
In accordance with clause 5.3 of the terms of reference the Chief Executive Officer appointed Councillor Harvey as an Appointed Member to the Committee.
Councillor Kitsos arrived to the meeting at 4.03pm and was not present for item 1.
Councillor Kelly left the meeting at 5.48pm, returning at 5.52pm.
Councillor Elliot left the meeting at 6.23pm, returning at 6.26pm.
Councillor Posselt left the meeting at 6.24pm, returning at 6.24pm
Councillor Lohberger retired from the meeting at 6.32pm and was not present for items 8 to 11.

6.1 Council Policy Manual Review |

That the recommendation contained within the officer report, marked as item 6.1 of the Open Hobart Workshop Committee Agenda of 17 March 2025, amended as follows, be adopted: (i) Appendix 14 – deferred for further review to better reflect the objectives of the policy; (ii) Appendix 16 – kept from being rescinded; (iii) Appendix 17 – deferred to allow officers to review the FOGO service for public estates (iv) Appendix 22 – deferred for further review, (v) Appendix 24 – deferred for further review to incorporate Council’s waste reduction and sustainability principals. |

1. Council Policies marked as appendices 1 to 24, as shown in Attachment B to this report, be adopted as amended as follows: (i) Appendix 14 – deferred for further review to better reflect the objectives of the policy; (ii) Appendix 16 – kept from being rescinded; (iii) Appendix 17 – deferred to allow officers to review the FOGO service for public estates (iv) Appendix 22 – deferred for further review (v) Appendix 24 – deferred for further review to incorporate Council’s waste reduction and sustainability principals. 2. The Christmas Pageant CBD Parking Charges policy be considered at a future workshop prior to Council approval. 3. The Council adopt the revised City of Hobart Prevention of Modern Slavery in Supply Chains Policy, marked as Attachment C to this report. (i) In order to consider, identify and manage the City’s modern slavery supply chain risks, the following actions be undertaken: (a) conduct a modern slavery risk assessment of the City’s supply chains to identify which products and services Council procures are at higher risk of being produced/delivered (fully or in part) by slavery; (b) engage with the City’s suppliers on Council’s policy position and expectations in relation to modern slavery; (c) establish a modern slavery reporting mechanism through the City’s existing public interest disclosure procedures; (d) include modern slavery related clauses in the City’s Contracts; (e) Include prevention of modern slavery in public tendering; and (f) provide staff with access to modern slavery awareness. 4. The Chief Executive Officer be authorised to make any minor amendments necessary to finalise the policies attached to this report and arrange for them to be made available from the City’s website. |

7.1 Tactical Bike Lane Infrastructure Trial Collins Street Project and NOM update |

The Manager City Transport provided a presentation on options for bike lane infrastructure in Collins Street between Victoria and Murray Streets. These options will be brought before the Council for a decision at a later date. A copy of the presentation is provided in the Minutes Attachment for this meeting. |
Elected Members had the opportunity to provide feedback to officers and gain greater clarity around the options that will come before the Council for a decision. Community input relating to the item were later heard from Mr. Andrew Edwards, Mr Edwin Johnston, and Mr Mark Donnellon.

Elected Members were able to discuss and provide feedback to officer’s comments relating to each of the reforms to the Local Government Electoral Bill. |

Elected Members were provided the opportunity to discuss the change in Council and Committee meeting start times, from 5.00pm to 4.00pm, that took effect late last year. Feedback was provided to the Chief Executive Officer.

Question: Can a summary table of community engagement in relation to the Collins Street Tactical Trial over the past 12 months, be provided, covering meetings, one-on-one engagement, surveys? Answer: The Chief Executive Officer took the question on notice. |

Question: Can officers provide advice on the requirements to seek a leave of absence for Council and Committee meetings and at what stage a member is removed from a Committee? Answer: The Manager Legal & Corporate Governance advised that if an Elected Member misses three consecutive Council meetings, then their seat becomes vacant. However, if they miss three consecutive Committee meetings, then it is up to the Committee to vote the Elected Member off the Committee. Further written advice will be provided to Elected Members. |
