Parks and Recreation Committee Meeting (Open Portion) held on Thursday, 15 October 2020 at 5:15 pm.

 

This meeting of the Parks and Recreation Committee is held in accordance with a Notice issued by the Premier on 3 April 2020 under section 18 of the COVID-19 Disease Emergency (Miscellaneous Provisions) Act 2020.

Councillor Ewin joined the meeting at 5:20 pm during the discussion of item 6.1.

 

Alderman Thomas retired from the meeting at 5:57 pm during the discussion of item 6.2 and was not present for items 6.3 to 10.

 

Councillor Harvey was co-opted to the Committee from item 6.2.

 

Alderman Behrakis joined the meeting at 6:12 pm, during the discussion of item 6.3.

 

Councillor Ewin retired from the meeting at 6:14 pm and was not present for items 6.3 to 10.

 

Alderman Behrakis was co-oped to the Committee for items 6.4 to 10.

 

Alderman Briscoe (Chairman) retired from the meeting at 6:46 pm, part way through item 9.

 

Alderman Behrakis assumed the chair for the remainder of item 9 and item 10.

Recommendation

 

That the Committee resolve to deal with any supplementary items not appearing on the agenda, as reported by the General Manager.

4.       Indications of Pecuniary and Conflicts of Interest

Ref: Part 2, Regulation 8(7) of the Local Government (Meeting Procedures) Regulations 2015.

 

Members of the Committee are requested to indicate where they may have any pecuniary or conflicts of interest in respect to any matter appearing on the agenda, or any supplementary item to the agenda, which the Committee has resolved to deal with.

5.       Transfer of Agenda Items

Regulation 15 of the Local Government (Meeting Procedures) Regulations 2015.

6.1      Consumption / Sale of Alcohol in Wellington Park

That the recommendation contained in the report of the Program Leader Bushland Recreation, the Manager Bushland and the Director City Amenity of 8 October 2020, be adopted as amended by the inclusion of the following clause:

2.    An Elected Member briefing be convened at the appropriate time to discuss the consumption of alcohol in Council’s public open spaces.

(i)      An invitation be extended to Dr Adrian Reynolds together with Alison Lai to conduct this briefing in the first instance.

COMMITTEE RESOLUTION:

That:   1.    The Council write to the Fern Tree Community Association and provide the following advice in respect to the consumption and sale of alcohol in Wellington Park:

(i)        The sale of alcohol is more appropriately considered through the assessment process when any development application that would include the supply and/or sale of alcohol in Wellington Park, is made.

(ii)       The sale of alcohol is a permitted use under the Wellington Park Management Plan at specified precincts including the Pinnacle and the Springs.

2.      An Elected Member briefing be convened at the appropriate time to discuss the consumption of alcohol in Council’s public open spaces.

(i)      An invitation be extended to Dr Adrian Reynolds together with Alison Lai to provide this briefing in the first instance.

6.2      Mountain Bike Network Plan for the Foothills of kunanyi/ Mount Wellington - Results of Community Engagement

2.    The General Manager be authorised to secure any statutory approvals required for the implementation of the Plan, noting that this will include a detailed environmental assessment (as per the City of Hobart Biodiversity Action Plan) of each of the locations identified for the tracks, as or when they are to be developed.

3.    The City seek to secure external grant funding for the projects to proceed.

4.    The Plan be made publicly available through the City’s website and other platforms.

That:   1.    The concept plans for the development of new public toilets and barbecue facilities at Tolmans Hill Park, Tolmans Hill, marked as Attachment A to item 6.5 of the Open Parks and Recreation Committee agenda of 15 October 2020, be approved.

2.    The General Manager be authorised to secure any statutory approvals required for the project.

3.    The City seek to secure external grant funding for the project to proceed.

4.    Should the development works proceed, an increase of $10,000 per annum be included in the Parks and Reserves operating budget to cover associated cleaning, maintenance and operational costs for the facilities.

5.    Residents and stakeholders be advised of the Council’s decision.

2.    The City continue to engage and partner with its external community support providers to improve accessibility to public showering facilities to the community.

That approval be provided for the City to participate in a trial proposed by the not-for-profit company Thylation R&D, with the goal of seeking to stem the ongoing loss of biodiversity in urban areas caused by cats (domestic, stray and feral) that remain a major threat to native fauna.

(i)      In-kind support be provided by City using existing resourcing wholly congruent with the purpose of the City’s biodiversity program, and the goals of the City’s Biodiversity Action Plan.

Question:    Could the Director please advise if there is any overarching plan and / or strategic plan in relation to the Battery Point foreshore and if there is a limit on how many pieces of private infrastructure the Council would allow to be built in this vicinity?

9.2      Alderman Behrakis - Maintenance and Safety of Trees on the Significant Tree Register

Question:    If a tree which has been listed on the Significant Tree Register is reported to be unsafe by a constituent and requests for it to be trimmed and / or for it to be removed, however the Council deems the tree to be safe, could the Director please advise if the Council would be liable if a tree malfunction occurred?

Question:  (a). Could the Director please advise how the COVID-19 pandemic has impacted the implementation of the Queens Domain Masterplan?

(b). In regards to the current tenancies located on the Queens Doman such as the Domain Tennis Centre and the TCA ground, has the current pandemic impacted on the potential creation of masterplans in relation to the footprints of these sites?

(c)   Furthermore, does the Council contribute towards the upgrading of infrastructure in relation to these sites and if so, what is the return to Council?

9.5      Deputy Lord Mayor Burnet - Gender Parity Outdoor Workforce

Question:    I ask this question on behalf of Councillor Ewin:

At a recent site tour of the South Hobart depot, I spoke directly with staff who said there is only one woman employed at the site. I understand the Director is acutely aware of this imbalance, but I would like to know how can we be more proactive about working towards gender parity in our outdoor workforce.

 

1.  Is there a formal strategy for this? 

 

2.  If not, what is the process for developing one?
