City Infrastructure Committee Meeting (Open Portion) held on Wednesday, 31 August 2022 at 5:15 pm in the Council Chamber, Town Hall.

 

This meeting of the City Infrastructure Committee was held in accordance with a Notice issued by the Premier on 31 March 2022 under section 18 of the COVID-19 Disease Emergency (Miscellaneous Provisions) Act 2020.

 

The title Chief Executive Officer is a term of reference for the General Manager as appointed by Council pursuant s.61 of the Local Government Act 1993 (Tas).

Recommendation

 

That the Committee resolve to deal with any supplementary items not appearing on the agenda, as reported by the Chief Executive Officer.

 

No supplementary items were received.

 

 

 

4.       Indications of Pecuniary and Conflicts of Interest

Ref: Part 2, Regulation 8(7) of the Local Government (Meeting Procedures) Regulations 2015.

 

Members of the Committee are requested to indicate where they may have any pecuniary or conflicts of interest in respect to any matter appearing on the agenda, or any supplementary item to the agenda, which the Committee has resolved to deal with.

8.       Questions without Notice

Section 29 of the Local Government (Meeting Procedures) Regulations 2015.

8.1      Alderman Behrakis - Anti-Social Behaviour - CBD

 

Question:    Can the Director advise what action the Council is taking to address the anti-social behaviour concerns of CBD business owners.

Answer:       The Director Connected City took the question on notice.

 

 

8.2      Deputy Lord Mayor Burnet - Transport Emissions

 

Question:    The Grattan Institute released a report earlier this week which focussed on the harmful transport emissions in 2 of Australia’s larger cities Melbourne and Sydney. The report which can be read here The Grattan truck plan: practical policies for cleaner freight notes that the hidden health impacts of cardiovascular disease including heart attack and stroke, pulmonary conditions such as asthma have a huge financial and economic burden on Australia. It also says that transport accounts for 3% of Australia’s greenhouse gas emissions. The report suggests a phasing in of low emissions transport.

                     Ban old trucks from big cities to save lives: new Grattan Institute report

 

                     Whilst there appears to be no data on Hobart in this report, can the Director please provide advice on the impacts of diesel and petrol fumes and the overall greenhouse gas emissions burden and any health data relating to particulates from transport emissions?

 

                     Would there be similar benefits if Hobart were to phase out old trucks, especially with the possibility of older vehicles delivering Tasmania’s freight?

 

                     Are we e-vehicle-ready? Could the Director please provide information as to the use and subsequent benefit of the Dunn St e-vehicle charging place?

 

                     On Monday evening, the Council gave planning approval for e-vehicle charging functions as part of the Lefroy St car park extension. What other e-vehicle fast charging facilities are being considered?

8.3      Deputy Lord Mayor Burnet - Motor Vehicle Accidents

 

Question:    Sadly, the number of road death this year in Tasmania roads is already 39, surpassing last year’s total of 35 deaths. The impact on motor vehicle accidents is far-reaching across many Tasmanian communities. Similarly, the US road toll figures have been reported as sky-rocketing as reported in this article. https://www.npr.org/2022/08/25/1119110757/traffic-deaths-car-accident-hoboken-new-jersey-vision-zero

The article also explains that the city of Hoboken in New Jersey has achieved zero road deaths in 4 years by introducing among other things some very simple traffic devices.

 

What is Council doing to reduce motor vehicle accidents?

 

Would more separated bike lanes (including for e-scooter use) be part of that solution, especially to help vulnerable road users?

 

Would a Vision Zero plan for a city such as that set by Hoboken, New Jersey be suitable for Hobart?

8.4      Lord Mayor Reynolds - Signage Audits

 

Question:    Does the City undertake regular audits of signage to identify where signage may have gone missing?

Answer:     The Director City Life took the question on notice.

 

 

 

8.5      Lord Mayor Reynolds - Parking Space Utilisation North Hobart

 

Question: Can the Director provide an update on the utilisation of all car parks in North Hobart that have an in-ground sensor.

Answer:     The Director City Futures took the question on notice.

 

 

 

8.6      Lord Mayor Reynolds - Speed Limit Reduction Hill Street.

 

Question: On 2 October 2022 the Council resolved to write to the Transport Commissioner to request consideration be given to a 40km/h speed limit for Hill Street between Molle and Arthur Street. Was that request sent?
