Special Economic Development & Communications Committee Meeting (Open Portion) held Tuesday, 14 June 2022 at 4.55pm in the Council Chamber, Town Hall.

 

This meeting of the Economic Develpoment & Communications Committee is held in accordance with a Notice issued by the Premier on 31 March 2022 under section 18 of the COVID-19 Disease Emergency (Miscellaneous Provisions) Act 2020.

 

The title Chief Executive Officer is a term of reference for the General Manager as appointed by Council pursuant s.61 of the Local Government Act 1993 (Tas).

Memorandum: Economic Development & Communications Committee

 

Waived Outdoor Dining Fees

 

In a Special Council Meeting on 20 January 2022, the Council delegated the Chief Executive Officer to extend the waiving of fees for Outdoor Dining, Food Licences, Occupation Licenses (for authorised trading purposes by the Chief Executive Officer).

 

The waiving of fees for outdoor dining was extended for the three month period from 1 January 2022 to 31 March 2022 to allow businesses to trade beyond their regular footprint outdoors to better accommodate the needs of their customers due to COVID restrictions. 

 

The total amount of fees waived for this period was $65,241.71.

 

Since that time the State Government have acted on health advice to remove COVID related restrictions ensuring that businesses can trade without impediment.

 

Following the relaxation of COVID restrictions, the Economic Development and Communications Committee is asked to note that the Chief Executive Officer will cease the waiving of fees for Outdoor Dining and Occupation Licenses, calculated in accordance with the 2021-22 Fees and Charges to become payable upon issue of an invoice.

 

Council has issued 136 permits to occupy public space for outdoor dining. 102 permit holders paid annually. 34 remaining permit holders will receive an invoice for the period 1 April 2022 until 30 June 2022 and will be granted 30 days to pay. Invoices for permits to occupy public space for outdoor dining are not sent in advance but are sent in the period they are due.

 

The Economic Development and Communications Committee, at its meeting of 2 June 2022, resolved that the Tasmanian Hospitality Association should be consulted on this matter. Engagement was conducted with the THA’s CEO, Steve Old, on 6 June 2022.

It should be noted that the City will continue to work directly with a number of hospitality businesses to assist them in a limited trial of new extended outdoor dining spaces in which people can stay connected, see friends and family, while keeping the city vibrant and supporting the wider local business community, including ‘bricks and mortar’ retailers.

This will include the installation and removal of equipment, and technical and logistic advice and support at no cost to the trader.

The City Economy Unit will also continue to work with hospitality operators to ensure the needs of these businesses are considered in the Economic Development Strategy.

 

REcommendation

 

That the Economic Development and Communications Committee note that in accordance with the delegation provided to the Chief Executive Officer by the Council on 20 January 2022, the Chief Executive Officer will cease the waiving of outdoor dining fees from 31 March 2022 in line with the State Government’s removal of COVID-19 related restrictions.
