Parks and Recreation Committee Meeting (Open Portion) held on Thursday, 13 August 2020 at 5:15 pm.

 

This meeting of the Parks and Recreation Committee was held in accordance with a Notice issued by the Premier on 3 April 2020 under section 18 of the COVID-19 Disease Emergency (Miscellaneous Provisions) Act 2020.

3.       Consideration of Supplementary Items

Ref: Part 2, Regulation 8(6) of the Local Government (Meeting Procedures) Regulations 2015.

Recommendation

 

That the Committee resolve to deal with any supplementary items not appearing on the agenda, as reported by the General Manager.

 

No supplementary items were received.

 

 

 

 

4.       Indications of Pecuniary and Conflicts of Interest

Ref: Part 2, Regulation 8(7) of the Local Government (Meeting Procedures) Regulations 2015.

 

Members of the Committee are requested to indicate where they may have any pecuniary or conflicts of interest in respect to any matter appearing on the agenda, or any supplementary item to the agenda, which the Committee has resolved to deal with.

 

No interest was indicated.

5.       Transfer of Agenda Items

Regulation 15 of the Local Government (Meeting Procedures) Regulations 2015.

That:   1.    The proposal to develop BBQ and shelter facilities at Garrington Park, Lenah Valley not progress at this time, due to the lack of majority and strong community support for the proposal.

2.    A review of the proposal to install BBQ and shelter facilities at Garrington Park be undertaken in 12 months-time.

That the Council utilise the Australian Government’s Local Roads and Community Infrastructure Program grant funding allocation of $685,000 towards the $1.25M Intercity Cycleway Extension and Regatta Ground Car Park and stormwater upgrade project.

(i)      Balance funding to complete the project, in the order of $485,000, be considered in the development of the City’s 2021-22 CAPEX Program.

9.       Questions without Notice

9.1      Councillor Ewin - Costs of Maintaining kunanyi / Mount Wellington

            File Ref: 13-1-10

 

Question:  (a)  Does the State Government provide any form of funding toward maintaining the Park, or is the cost borne exclusively by the City of Hobart?

                   (b)  Is there any way we can recoup any of these costs, since, as I understand it, kunanyi / Mount Wellington is the most visited tourism site in the state; especially when other sites such as Freycinet or Cradle Mountain receive huge amounts of state and federal funding?

9.2      Lord Mayor Reynolds - Parking on kunanyi / Mount Wellington

Question: (a)   Could the Director please advise as to how the investigations are going into the introduction into some more formal organisation of paid parking at The Springs and/or the Pinnacle?

                   (b)   Could the Director further advise of the potential annual revenue that could be collected if the City of Hobart chose to proceed with paid parking in these locations?

9.3      Lord Mayor Reynolds - Subsidised Shuttle Service - kunanyi / Mount Wellington

Question:    Could the Director please advise what would be the estimated annual cost to subsidise and offer a free shuttle service to and from kunanyi / Mount Wellington on peak days such as snow days, similar to the current arrangement in respect to the Salamanca Market shuttle service?

9.4      Lord Mayor Reynolds - Wellington Park Management Trust and Future Infrastructure on kunanyi / Mount Wellington

Question:  (a)  Could the Director please advise what work is currently being undertaken by the Wellington Park Management Trust into future visitor infrastructure?

                   (b)  Has there been any discussions into funding needs or investigations into funding models at the Trust level?

Answer:           The Director City Amenity took the question on notice.

 

 

 

 

 

9.5      Councillor Ewin - City Cleansing Salaries

            File Ref: 13-1-10

 

Question:    I understand from conversations with the Director that our City cleansing work is done by about 50% in-house workers, and 50% contracted workers. I am interested to know the wages paid to these workers, as I understand the cost to the City is approximately equal between in-house and contracted work.

(a)  Which company or companies does the City of Hobart contract for cleansing and other work? 

(b)  Do the companies directly employ the workers who provide these services, or is it subcontracted out?

(c)   Can the Director provide information as to the take-home wages for the workers who provide these services, comparing our in-house staff to contract workers?
