City Infrastructure Committee Meeting (Open Portion) held on Wednesday, 26 February 2020 at 4:00 pm in the Lady Osborne Room, Town Hall.

The Deputy Lord Mayor arrived at the meeting at 4:04 pm and was not present for items 1 to 5.

 

Alderman Zucco retired from the meeting at 5:01 pm and was not present for items 6.4 to 10.

 

Councillor Dutta retired from the meeting at 5:01 pm and was not present for items 6.4 to 10.

 

The Deputy Lord Mayor was co-opted to the Committee from item 6.4 until the conclusion of the meeting.

Recommendation

 

That the Committee resolve to deal with any supplementary items not appearing on the agenda, as reported by the General Manager.

4.       Indications of Pecuniary and Conflicts of Interest

Ref: Part 2, Regulation 8(7) of the Local Government (Meeting Procedures) Regulations 2015.

COMMITTEE RESOLUTION:

That:   1.    Approval be given to implement a three-month trial congestion reducing initiative that would:

(i)      Close Brooke Street at Morrison Street to taxi and rideshare vehicles on Friday and Saturday evenings from 11.00 pm to 5.00 am;

(ii)     Create a taxi holding area in the CSIRO car park in Castray Esplanade on Friday and Saturday evenings between 11.00 pm and 5.00 am;

(iii)    Create a nominated waiting location for ride share vehicles in Salamanca Place between Davey Street and Gladstone Street; and

(iv)    Create four pick-up locations for ride share passengers across the waterfront precinct.

2.    The Lord Mayor write to the State Treasurer seeking co-funding of the trial congestion reducing initiative and potential ongoing funding should the trial be successful.

3.    Funding of $17,483 to implement the three-month trial will be allocated to the Special Events Traffic Management budget allocation in the Traffic Strategy and Projects function area of the  2019-20 annual plan.

COMMITTEE RESOLUTION:

That:   1.    The ‘wombat’ pedestrian crossing installed on Hill Street immediately north of the Pine Street intersection be retained as a permanent treatment.

2.    The provision of additional ‘wombat’ pedestrian crossings on Hill Street at the Warwick Street and Patrick Street intersections be considered for funding in future years.

3.    That a proposal to implement a ‘wombat’ pedestrian crossing at the existing ‘zebra’ pedestrian crossing on Creek Road near the Wellwood Street intersection not be proceeded with at this time.

Question:    In relation to the wombat crossing located on the corner of Hill and Arthur Streets, West Hobart, could the Director please advise if any solutions have been considered for this location and if so, could the Director please advise what has been suggested?

Question:    Regarding footpaths in Mount Nelson, could the Director please advise:

(i)      If any new footpaths have been put in or have any upgrades been undertaken in the last 5 years?

(ii)     Are any new footpaths or upgrades to existing footpaths planned in the next 10 years?

(iii)    Has the council ever considered the cost and issues around provision of footpaths on the bends?

9.5      Alderman Behrakis - Traffic Jams on Proctors Road

Question:    Due to the number of traffic movements on Proctors Road during peak hour, could the Director please advise if there is a solution to help mitigate the traffic banking up on Proctors Road due to vehicles turning at the intersection of View Street and Proctors Road?
