Memorandum: City Infrastructure Committee
Installation of Traffic Signals - Intersection of Collins Street and Molle Street
At the City Infrastructure Committee meeting of 21 August 2019, there were a number of queries raised by Committee members about elements of the concept design included in the report. The queries related to the following matters:
i. What data is available on the usage of the intersection?
ii. What markings and guidance would be offered for cyclists crossing Molle Street at the proposed traffic signals?
iii. Is it necessary for the kerb bulbings shown on the Molle Street south approach to the intersection to be as extensive as shown, and could they be reduced in size to minimise any loss of on-street parking?
The item was subsequently deferred to allow for this information to be provided.
1. Intersection Usage Data
Combined data for the intersection of Collins Street and Molle Street is presented in Table 1 (below). It summarises the movements of pedestrian, cyclists and vehicular traffic during the morning and afternoon weekday peak periods.

Notes
(1) Vehicle movement data is sourced from turning movement data collected on a Tuesday and a Thursday in May / June 2016, as an input to the development of the Hobart Traffic Model.
(2) Pedestrian movement data is taken from the GHD Options Assessment Report that is part of Attachment A to the committee report.
(3) Cyclist data is taken from the City of Hobart counter on the Rivulet Track west of the subject site, with data from November 2018 to May 2019 combined to make a typical day.
2. Marking and Guidance for Pedestrians and Cyclists Crossing Molle Street
If the intersection is to be signalised, the standard pedestrian line markings and signal displays as used in other signalised intersections would be provided to guide pedestrians across Molle Street and Collins Street at the intersection.
With recent changes to the road rules, cyclists are now legally able to cycle across a pedestrian crossing.
In the past, cyclists were not able to ride across a pedestrian crossing, and as such separate cycling and pedestrian signals were installed on high volume cycling routes to allow cyclists to cross.
The photograph forming Figure 1 (below) shows an installation on Morrison Street at Elizabeth Street that was implemented prior to the road rule change, with both a pedestrian and a cyclists signal lantern provided on the crossing.

The final design at Molle Street / Collins Street would be subject to consultation with stakeholders, however it is expected that the treatment would likely be similar to that shown in Figure 2.
3. Kerb Bulbing Length on Molle Street
The current design would result in the following loss of on-street parking (also shown in Figure 3):
· Molle Street (approach to Collins Street):
o 4 all day motorcycle parking spaces
o 2 x ‘2P’ 8.30am to 6pm Mon-Fri unmetered parking spaces
o 2 x ‘1/4P’ 8.00am to 6pm Mon-Fri unmetered parking spaces
o 1 x ‘Loading Zone’ 8.00am to 6pm Mon-Fri parking spaces
· Molle Street (departure from Collins Street):
o 2 x ‘2P’ 8.30am to 6pm Mon-Fri unmetered parking spaces
o 1 x ‘1/4P’ 8.00am to 6pm Mon-Fri unmetered parking spaces
· Collins Street (east of Molle Street):
o No Loss of Parking

There is scope to reduce the length of the kerb bulbings on the Molle Street approach to Collins Street during the detailed design phase and still meet the separation requirements for this type of crossing arrangement. This would allow two of the on-street spaces on Molle Street to be retained (one on each side of the road).
In addition to the above information the Department of State Growth has provided an in principle support for the design (included as Attachment B) as it reinforces Collins Street as fulfilling an important pedestrian and cycling connection from South Hobart to the CBD.
That: 1. The installation of traffic signals at the intersection of Molle Street and Collins Street to improve the safety and amenity of pedestrians and cyclists be supported. (i) Subject to the proposed bulbing in Molle Street being reduced in length to accommodate a further two car parking spaces. 2. The General Manager be authorised to negotiate with the landowner of 40‑50 Molle Street for the incorporation of the existing driveway and associated ‘right of way’ utilised by pedestrians and cyclists into the proposed traffic signals, including the transfer of any land necessary to facilitate that installation.
