City Infrastructure Committee Meeting (Open Portion) held on Wednesday, 22 May 2019 at 4:00 pm in the Lady Osborne Room, Town Hall.

4.       Indications of Pecuniary and Conflicts of Interest

Ref: Part 2, Regulation 8(7) of the Local Government (Meeting Procedures) Regulations 2015.

 

Members of the Committee are requested to indicate where they may have any pecuniary or conflicts of interest in respect to any matter appearing on the agenda, or any supplementary item to the agenda, which the Committee has resolved to deal with.

 

No interest was indicated.

 

 

 

 

5.       Transfer of Agenda Items

Regulation 15 of the Local Government (Meeting Procedures) Regulations 2015.

 

A Committee may close a part of a meeting to the public where a matter to be discussed falls within 15(2) of the above regulations.

 

In the event that the Committee transfer an item to the closed portion, the reasons for doing so should be stated.

6.       Reports

 

Mr John Kelly – Vice President of the Hobart Tram Restoration and Museum Society Inc (H-Trams) addressed the Committee in relation to item 6.1.

 

6.1      Proposal for a Tram Display and Workshop Facility - Hobart Regatta Grounds

That the recommendation contained in the report of the Capital Works Officer, the Manager Parks and Recreation and the Director City Amenity of 17 May 2019, be adopted.

COMMITTEE RESOLUTION:

That:   1.    The concept plans for a proposed tram display and workshop facility, located at the Hobart Regatta Grounds, be endorsed.

2.    The Council provide an allocation of $20,000 from recurrent expenditure to enable the design development to be progressed.

3.    Hobart Tram Restoration and Museum Society Inc be authorised to seek funding opportunities to allow the project to proceed.

(i)      Should funding be obtained for the project, the General Manager be authorised to progress any necessary arrangements to allow a development application to be submitted, and to commence lease negotiations over the land that would be the subject of a future report to the Council.

9.1      Alderman Briscoe - Pedestrian and Cycle Path – Linear Park

            File Ref: 13-1-10

 

Question:    Could the Director please provide an update on the Linear Park pedestrian and cycle path and whether traffic lights will be installed at the Molle Street / Collins Street / Linear Park intersection?

Answer:       The Director City Planning advised that plans have been developed to improve the crossing of Molle Street at the intersection with Collins Street.  Discussions are underway with both State Growth and the adjacent property owner to finalise the improved crossing proposal to allow formal consideration by the Council. 

 

 

 

9.2      Lord Mayor Reynolds - Timing of Pedestrian Crossing Lights

Question:    Has the State Government changed the timing of pedestrian crossing lights in the last 12 months?

                     What are the details of these changes?

                     What process does the State Government go through to consult with the Council on these changes?

Answer:       The Director City Amenity took the question on notice.

 

 

 

 

9.3      Lord Mayor Reynolds & Alderman Briscoe - Pedestrian Crossing Lights

Question:    Could the Director please advise if the State Government can provide information about which city intersections have an automatic pedestrian cycle, which ones require the pedestrian to press the button to cross and the roll-out schedule for the countdown pedestrian crossing lights?

 

Answer:       The Director City Amenity took the question on notice.

11.      Australian Packaging Covenant Organisation - Food Packaging 'Round Table' Workshop - Invitation to Participate

That the recommendation contained in the report of the Cleansing & Solid Waste Policy Coordinator, the Manager Cleansing and Solid Waste and the Director City Amenity of 21 May 2019, be adopted, as amended by the following:

That the words the City to be represented by the Lord Mayor, or her delegate be replaced with nominations to be sought from Elected Members at the Council meeting of 3 June 2019 to represent the City after the word with in Clause 1.

COMMITTEE RESOLUTION:

That:   1.    The Council accept an invitation from the Australian Packaging Covenant Organisation (APCO) to participate in a national workshop on food service packaging guidelines, scheduled to be held in Sydney on 19 or 20 June 2019, with nominations to be sought from Elected Members at the Council meeting of 3 June 2019 to represent the City.

(i)      The cost of attendance, beyond any financial assistance provided by the workshop organiser, be funded from the City’s Waste Strategy and Projects Budget Function within the Annual Plan
