REPORT TITLE: Proposal for a Tram Display and Workshop Facility - Hobart Regatta Grounds

1. Report Purpose and Community Benefit
1.1. The purpose of this report is to present the concept design and costings of a proposed tram display and workshop facility located at the Hobart Domain Regatta Grounds.
1.2. The proposal has been developed following approaches by the Hobart Tram Restoration and Museum Society Inc.’s (H-TRAMS)
2. Report Summary
2.1. The City owns a number of heritage vehicles and is working with the Hobart Tram Restoration and Museum Society Inc. (H-TRAMS) to investigate the establishment of a facility to house, refurbish and display heritage vehicles.
2.2. H-TRAMS is an independent incorporated body comprising of tram enthusiasts with a high level of expertise in the restoration of heritage vehicles, particularly trams.
2.3. The Council considered the matter on 5 March 2018 and resolved to prepare a concept plan for a proposed tram depot and storage shed.
2.4. An architect was engaged to develop a plan and costing for the site which is attached to this report (refer Attachment A).
2.5. It is noted that H-TRAMS is asking the Council to fund project in 2019- 20, at least partially, to allow development of detailed plans, securing all statutory approvals and commencement of initial site works (refer Attachment B).
2.6. The report recommends the concept plan be endorsed and H-TRAMS now seek funding to bring the project to fruition, with the City not in a position to currently fund the project as part of its 10 year Capital Works Program, however an allocation of $20,000 from recurrent expenditure could be attributed to enable the design development to be progressed.
That: 1. The concept plans for a proposed tram display and workshop facility, located at the Hobart Domain Regatta Grounds, be endorsed. 2. The Council provide an allocation of $20,000 from recurrent expenditure to enable the design development to be progressed. 3. Hobart Tram Restoration and Museum Society Inc be authorised to seek funding opportunities to allow the project to proceed. (i) Should funding be obtained for the project, the General Manager be authorised to progress any necessary arrangements to allow a development application to be submitted, and to commence lease negotiations over the land that would be the subject of a future report to the Council.

4. Background
4.1. In September 2017 the Hobart Tram Restoration and Museum Society (H-TRAMS) submitted a proposal and business plan to the City which proposed the use of the City’s Trams to operate a tourist service from the Domain Regatta Grounds to Cornelian Bay.
4.2. The Council, at its meeting held on 5 March 2018, considered the proposal and ultimately only resolved the following:
‘The allocation of funds estimated at $20,000 be approved, to commission a consultant to prepare a concept plan for the proposed depot and display facility located at Regatta Point on the Queen’s Domain to house the heritage trams.’
4.3. Architectural firm Terroir Pty Ltd was subsequently appointed to prepare a concept design for the development of a tram depot and display facility to house and display heritage vehicles as proposed.

4.4. The project involved detailed consultation with H-TRAMS to establish the needs of the new building.
4.5. The Royal Hobart Regatta Association was also consulted during the design phase.
4.6. Research was undertaken on relevant national and international Tram and Transport Museums, including a visit and consultation with operators at the Ballarat Tramway Museum (Victoria).
4.7. The
brief also included the accommodation of a new set of public toilets suitable
to serve the wider area.
Early investigations highlighted that the proposed location of new
H- TRAMS facility, on the eastern side of the rail tracks, would present
access issues for a public toilet facility suitable to serve the wider area.
Therefore the proposed concept for H-TRAMS only incorporates toilets as
required for the facility, not for wider area public access.
4.8. The concept plan is consistent with the Queens Domain Master Plan 2013 – 2033.
4.9. The report includes a summary of the relevant key issues in the Master Plan and the modifications made to the proposed building and forecourt to suit the optimum siting, orientation and expression of the H-TRAMS facility.
4.10. The originally proposed layout by H-TRAMS was analysed and developed by TERROIR. Adjustments were made in close liaison with H-TRAMS representatives, including; the required size reflects the available Trams to be housed, and the arrangement of functions to suit the site conditions including visibility in and out of the facility.
4.11. A copy of the design concept plans are attached to this report (Attachment A).
4.12. The building is designed to hold four trams, and includes inspection pits, rails, meeting and administrative facilities and toilet facilities.
4.13. It is noted that H-TRAMS is asking the Council to fund project in 2019- 20, at least partially, to allow development of detailed plans, securing all statutory approvals and commencement of initial site works (refer Attachment B).
4.14. The report recommends the concept plan be endorsed and H-TRAMS now seek funding to bring the project to fruition, with the City not in a position to currently fund the project as part of its 10 year Capital Works Program, however an allocation of $20,000 from recurrent expenditure could be attributed to enable the design development to be progressed.
5. Proposal and Implementation
5.1. It is proposed that the Council endorse the concept plans for a proposed tram display and workshop facility, located at the Hobart Domain Regatta Grounds.
5.2. With the City not in a position to currently fund the project as part of its 10 year Capital Works Program, it is proposed that an allocation of $20,000 from recurrent expenditure be attributed to enable the design development to be progressed.
5.3. It is also recommended that the primary stakeholder, H-TRAMS be authorised to seek funding for the proposal to proceed.
5.3.1. Should funding be obtained for the project, the General Manager be authorised to progress any necessary arrangements to allow a development application to be submitted, and to commence lease negotiations over the land that would be the subject of a future report to the Council.
6. Strategic Planning and Policy Considerations
6.1. The
approximate location of the building as proposed is consistent with the intent
of the Queens Domain Master Plan that endorses the development of a facility in
that location.
As also noted below by the Regatta Association, the Queens Domain Master Plan
is however silent on the proposed use of that facility.
It is considered however that the proposal aligns well with the intent of the
master plan.
6.2. Further, the use of the proposed facility is permitted under the Sullivans Cove Planning Scheme 1997.
6.3. The Capital City Strategic Plan supports the proposal in a number of ways including:
Strategic Objective 1.4 – An enriched visitor experience.
Strategic Objective 2.4 – Unique heritage assets are protected and celebrated.
Strategic Objective 4.4 – Community diversity is encouraged and celebrated.
7. Financial Implications
7.1. Funding Source and Impact on Current Year Operating Result
7.1.1. The City has no allocations in its 10 year Capital Works Program available for this project to proceed.
7.1.2. However it is proposed that the City provide an allocation of $20,000 from recurrent expenditure to allow design development to be progressed
7.1.3. An
allocation of $500,000 is available over years 2023-24 and 2024-25 of the
Capital Works Program towards the renewal of public toilet facilities at
Regatta Grounds.
However, as the proposal for the tram shed proposes it been developed on the
eastern, river side of the rail tracks, this site is not deemed suitable for
public toilets to serve the wider Regatta Grounds Area, and therefore it is
proposed that the funding allocation not be attributed to the tram shed
proposal.
7.2. Impact on Future Years’ Financial Result
7.2.1. The
estimated cost of the facility is approximately $1,482,000.
H-TRAMS has proposed that they can undertake fund raising for partial cost
recovery.
7.3. Asset Related Implications
7.3.1. It is estimated that maintenance costs would be in the order of $6,200 per financial year.
7.3.2. If the proposal were to proceed, the Council would own the asset, however there is potential for it to be leased to H-TRAMS to operate.
8. Legal, Risk and Legislative Considerations
8.1. There are no legal or risk considerations foreseen at this stage.
9. Social and Customer Considerations
9.1. Trams are an important part of Hobart’s history and it is consider that should this proposal proceed it will increase the interest in trams from the community and provide a location to enjoy their history.
10. Marketing and Media
10.1. The City would gain a new tourist destination run by tram enthusiasts with a high level of expertise.
10.2. The City’s branding will be displayed in and on the facility.
11. Community and Stakeholder Engagement
The project involved detailed
consultation with H-TRAMS to establish the needs of a new facility.
The Royal Hobart Regatta Association was also consulted and research undertaken
on relevant national and international Tram and Transport Museums, including a
visit and consultation with operators at the Ballarat Tramway Museum
(Victoria).11.2. A meeting was held with the Royal Hobart
Regatta Association in the August 2018 with the following feedback received:
§ That the Royal Hobart Regatta take full ownership of the site for the Saturday, Sunday and Monday of the Regatta long weekend each year.
§ They utilise much of the site for the fortnight leading up to the long weekend event for preparation and for the few days following for clean-up.
§ The Royal Hobart Regatta generally supports the Queens Domain Master Plan and the development of the site. They have no issues with the loss of land area for the proposal.
§ They do identify that the use of a Tram Storage and Display facility is not identified in the Queens Domain Master Plan.
12. Delegation
12.1. The matter is delegated to the Council.

Australian Government Bridges Renewal Grants Program - Old Farm Road and Lenah Valley Road Bridge Replacements
INTRODUCTION
The City has received approval from the Australian Government for grant funding as part of the Local and State Government Road Safety Package, Bridges Renewal Program of up to $935,000 towards the renewal of bridges located at Old Farm Road, South Hobart and Lenah Valley Road, Lenah Valley.
BACKGROUND
As part of the Local and State Government Road Safety Package announced in the 2019-20 Budget, the Australian Government has committed an additional $25 million per year to the Bridges Renewal Program from 2019-20.
The Government will provide $640 million from the 2015-2016 financial year to the 2022-2023 financial year, with an on-going commitment of $85 million each following year to upgrade and replace bridges to enhance access for local communities and facilitate higher productivity vehicle access.
As part of Round Four of the program, the City applied for and was subsequently successful in receiving grants towards renewal of two of the City’s bridges.
Bridge located at Old Farm Road, South Hobart
The replacement of the existing poor condition timber bridge (located near Golden Valley Road) with a concrete structure, including improvements to bridge alignment relating to road user safety, is programmed to be undertaken during 2020- 2022 subject to statutory approvals and procurement.
Total project cost is estimated at $785,000 with the grant funding of up to $335,000 being approved by the Australian Government, with the remainder to be funded by the City.
Bridge located at Lenah Valley Road, Lenah Valley
The replacement of the existing poor condition timber bridge (located in the vicinity of 341 Lenah Valley Road) with a concrete structure, including improvements to bridge alignment relating to road user safety, is programmed to be undertaken during 2020- 2022 subject to statutory approvals and procurement.
Total project cost is estimated at $1,376,000 with the grant funding of up to $600,000 being approved by the Australian Government, with the remainder to be funded by the City.
The City and the Australian Government continue to progress the necessary arrangements to formalise requirements with the issue of Grant Deeds.
As the projects progress to construction commencement, wider community engagement and promotion of the projects will be undertaken.

Yes, subject to budgetary constraints, community engagement and outcomes, and design considerations, there are opportunities for public art to form part of pavement improvement works.

Could the Director please provide if there is any scope for any artistic work to be incorporated within the new paving work undertaken in South Hobart?
Response:
The current works in South Hobart evolve around the Council’s decision to improve pedestrian crossing amenity in the ‘lower village’ area of Macquarie Street South Hobart, ahead of a South Hobart Retail Precinct upgrade program, that is listed to substantially commence in 2021.
It is proposed that the potential installation of public art/artistic work be canvassed during the extensive community engagement that forms part of the planning for the Retail Precinct Upgrade program.

An Elected Member may ask a question without notice of the Chairman, another Elected Member, the General Manager or the General Manager’s representative, in line with the following procedures:
1. The Chairman will refuse to accept a question without notice if it does not relate to the Terms of Reference of the Council committee at which it is asked.
2. In putting a question without notice, an Elected Member must not:
(i) offer an argument or opinion; or
(ii) draw any inferences or make any imputations – except so far as may be necessary to explain the question.
3. The Chairman must not permit any debate of a question without notice or its answer.
