REcommendation That pursuant to the Sullivans Cove Planning Scheme 1997, the Council approve the application for extension to approved operating hours at 911 Murray Street HOBART for the reasons outlined in the officer’s report and a permit containing the following conditions be issued:

Memorandum: City Planning Committee
Proposed Central Hobart Precinct Plan
Purpose
The purpose of this memo is to seek Council’s endorsement to develop a scope of work for a Central Hobart Precinct Plan (Precinct Plan) in conjunction with the State Government. The scope of work would include terms of reference, work plan and estimated budget.
Precinct Plans, used in cities across Australia, are specifically provided for in the Hobart City Deal. The Central Hobart Precinct Plan would provide the opportunity to address a numbers of issues currently impacting on the city, including building form and height, the UTAS relocation, traffic and movement, and housing, in a single holistic plan. Such a plan would also allow the City and the State Government to set out a vision for the inner city area that factors in likely population, social and economic trends over the next few decades.
Background
The Council will recall that it embarked on considering the introduction of maximum building heights within the Hobart Interim Planning Scheme 2015 for its CBD and surrounds. In considering the Leigh Woolley review of Building Height Limits and the Officers response to them, the Council sought to obtain further information on the social, environmental and economic impacts of these limits. This matter was deferred by the Council at its meeting of 4 March 2019 in response to correspondence from the Minister of Planning received on the day.
Concurrently the Council sought further information on possible inclusionary zoning measures to encourage greater affordable housing opportunities to address the residential shortfall currently being experience within the south of the State and particularly within the CBD and immediate surrounds. This information was provided to the City Planning Committee meeting of 25 March 2019 and further consideration of it was subsequently deferred to allow the Council to meet with the Minister for Planning.
The Hobart City Deal has recently been signed with two areas of significant focus of particular relevance to the CBD and the development of precinct plans. They being:
Affordable Housing Supply
The Australian Government will provide $30 million for
projects in partnership with community housing providers to deliver new
dwellings. This will be supported by a package of measures to drive urban
renewal, including commencing a program of precinct planning for priority areas
to speed up the delivery of housing.
Reducing Congestion
The Australian Government is committing $25 million and the Tasmanian Government is committing $105.5 million to reduce congestion and improve transport across Greater Hobart.
Finally the University of Tasmania has made a strategic decision to move the majority of its teaching and research facilities into the CBD over the next 10-15 years along with an increase in student accommodation facilities. This will see a further $600 million invested directly by the University into the city centre and with it will come a significant increase in both daytime and residential population.
As outlined above, the Minister for Planning the Hon Roger Jaensch wrote to the Council on 4 March 2019 (Attachment A) to offer a pathway forward on both the issue of building heights within Hobart and progressing the City Deal strategic approach to urban growth through the development of comprehensive precinct plans.
The Minister subsequently followed this offer up with a discussion with elected members on 8 April 2019, where he tabled an indicative scoping document (Attachment B) developed between officers of the Council and the State Government.
The scoping document outlines the proposed approach to the development of a Central Hobart Precincts Plan that:
· sets out a suite of precincts within the study area where growth and change is envisaged;
· determines the optimal built form and building controls within each precinct to meet Hobart’s future as the centre of commerce and administration, and its housing and development needs; and
· informs the preparation of the new planning standards for medium density, infill and precinct planning for activity centres across the Greater Hobart area to support the Hobart City Deal.
In addition to the above, the issue of people movement within and through the CBD and immediate surrounds is central to developing a precinct plan, and the Department of State Growth have expressed a willingness to partner with the City in assisting with this component of the plan.
The Minister has proposed that if the Council agrees to this approach that it work with the State Government to prepare a Terms of Reference and detail work breakdown including an agreement on allocation of tasks, funding and in-kind contributions.
Financial Implications
The Minister, at the discussion with elected members on 8 April 2019, indicated that he is prepared to contribute half of the cost of the plan. The financial implication in developing the Terms of Reference and work plan are limited to officer time. The overall cost to the Council will ultimately depend on the work plan that the Council agrees to but is likely to be in the order of $100K-$150K.
There is the opportunity to include this amount in the Council’s draft 2019-20 budget which will be considered by the Finance and Governance Committee and Council in June.
Summary
Clearly the City centre is facing an unprecedented period of growth particularly with the move of the University of Tasmania to relocate the majority of its teaching and research facilities into the CBD and the opportunity to provide residential opportunities in close proximity to work, education and entertainment facilities located within the CBD. The later inner city residential growth opportunity is fundamental to reducing the unsustainable costs that go with providing housing on the suburban fringe with the need for new social services and to duplicate and expand road networks. The development of a precinct plan for the city centre is considered an integrated planning and infrastructure solution to the challenges that it faces over this period.
While the issue of building height is of critical importance to the wider community, it will be addressed in the wider context of the social, economic and environmental outcomes that will form the basis for the precinct plan. Furthermore, the Woolley recommendations for maximum building heights will represent key inputs to the final plan. Importantly the issue of inclusionary zoning provisions for affordable housing can also be addressed in partnership with the State Government as part of this collaboration and be built into the planning provisions jointly developed.
That: 1. The information be received and noted. 2. The Council agrees to work with the State Government to prepare a Terms of Reference and detailed work breakdown including a proposed allocation of tasks, funding and in-kind contribution for a Hobart Precinct Plan for the area of the city as outlined in Attachment B. 3. That the draft Terms of Reference and work plan developed with the State Government be the subject of a subsequent report for consideration by the Council.
