The General Manager reports:

 

“That in accordance with the provisions of Part 2 Regulation 8(6) of the Local Government (Meeting Procedures) Regulations 2015, these supplementary matters are submitted for the consideration of the Committee.

 

Pursuant to Regulation 8(6), I report that:

 

(a)     information in relation to the matter was provided subsequent to the distribution of the agenda;

 

(b)     the matter is regarded as urgent; and

 

(c)     advice is provided pursuant to Section 65 of the Act.”

REPORT TITLE:                  Representation on Internal and External Bodies

REPORT PROVIDED BY:  General Manager

 

1.         Report Purpose and Community Benefit

1.1.     The purpose of this report is to resolve the Council’s representation on those internal and external bodies and special committees listed on the attached schedule (refer Attachment A) which require determination upon the election of a new Council.

2.         Recommendation

That:

1.      Representation on external and internal bodies and special committees, as outlined in Attachment A to this report, be determined.

2.      The Hobart Emergency Management Committee and Mayors for Peace be filled ex officio by the Lord Mayor of the day.

3.      Appointments to these bodies and committees be reviewed at the mid-point of the Council term, two years after the 2018 local government election.

 


 

3.         Background

3.1.     The attached schedule lists those bodies and committees which currently include elected member representatives.

3.2.     Representation on these bodies and committees is reviewed after each local government election.

3.3.     Those bodies where Council nominations are required are highlighted in blue.

3.4.     For some of these listed bodies, the Council has already resolved the membership:

3.4.1.     Tasmanian Water and Sewerage Corporation Owner’s Representative – At its meeting on 19 November the Council resolved to appoint Alderman Denison

3.4.2.     Wellington Park Management Trust – Also at its meeting of 19 November 2018 the Council made the following appointments to the Wellington Park Management Trust.

Deputy Member:         Deputy Lord Mayor Councillor Burnet

Member:                       Alderman Thomas (expires 31 Dec 2020)
Deputy Member:         Alderman Denison

3.4.3.     Southern Tasmanian Councils Authority – Waste Strategy South Group - At its meeting of 5 September 2016 the Council resolved that the Chairman of the Council’s City Infrastructure Committee be nominated at the Council’s ex-officio representative on Waste Strategy South. Accordingly as Chairman of the City Infrastructure Committee, Alderman Denison is the Council’s representative on this committee.

3.4.4.     Risk and Audit Panel – Alderman Denison and Councillor Dutta appointed by Council at its meeting on 19 November 2018

3.5.     There are also a number of external or internal bodies which are no longer relevant, either disbanded, not active or where a previous Council decision has been made to hold them in abeyance  These are marked accordingly on the Attachment but include:

·     the Battery Point Advisory Committee – no longer required following the redundancy of the Battery Point Planning Scheme

·     Hobart City Council Launceston City Council Joint Working Party – Council resolution that the respective Mayors hold twice yearly catch up sessions

·     Hobart Glenorchy Public Transit Corridor Committee – Council resolution to hold pending the Hobart City Deal process

·     Trustees of the Tasmanian Museum and Art Gallery – legislative change makes no provision for trustees going forward.

4.         Proposal and Implementation

4.1.     The attached schedule is submitted to enable Elected Members to nominate for appointment to each body/committee.

4.2.     Where representation is on an ex-officio basis, this is indicated on the schedule for information.

4.2.1.     In addition two further committees – the Hobart Emergency Management Committee and Mayors for Peace - are proposed to be filled ex officio by the Lord Mayor of the day.

4.3.     Where proxy representation is relevant, this is noted.

4.4.     Upon the approval of the Council, the various organisations will be informed of their newly appointed representatives.

4.5.     Previously, appointments have been for the period of office, however, when considering its standing committees in November 2018, the Council resolved to review committee membership at the mid-point of the Council term, that is, two years from the date of election. 

4.5.1.     It would therefore seem appropriate that this also be applied to representation on other bodies.

5.         Strategic Planning and Policy Considerations

5.1.     The proposal aligns with the City’s Strategic Plan, specifically Goal 4 – Strong, Safe and Heathy Communities

6.         Financial Implications

6.1.     Nil.

7.         Delegation

7.1.     Approval of the Council is required in respect to this matter.
