City Infrastructure Committee Meeting (Open Portion) held on Wednesday, 20 February 2019 at 4:13 pm in the Lady Osborne Room, Town Hall.

PRESENT: Alderman T M Denison (Chairman), the Lord Mayor Councillor A M Reynolds, Aldermen J R Briscoe, S Behrakis, the Deputy Lord Mayor Councillor H Burnet and Councillor W F Harvey.

Alderman Behrakis took the Chair in the absence of the Chairman and chaired the meeting for items 1 to 3.

 

Alderman Denison arrived at 4.15 pm during the discussion of item 3, was not present for items 1 and 2 and assumed the Chair from item 4.

 

The Deputy Lord Mayor was co-opted to the Committee.

 

Councillor Harvey was co-opted to the Committee for items 2 to 3 and item 6.2.

 

The Lord Mayor retired from the meeting at 4.41 pm during the discussion of item 6.2.

 

The Deputy Lord Mayor retired from the meeting at 5.29 pm after item 6.2.

 

Councillor Harvey retired from the meeting at 5.29 pm after item 6.2.

2.       Confirmation of Minutes

The minutes of the Open Portion of the City Infrastructure Committee meeting held on Wednesday, 21 November 2019, the Special City Infrastructure Committee meeting held on Monday, 17 December 2018, and the Special City Infrastructure Committee meeting held on Monday, 21 January 2019, are submitted for confirming as an accurate record.

3.       Consideration of Supplementary Items

Ref: Part 2, Regulation 8(6) of the Local Government (Meeting Procedures) Regulations 2015.

Recommendation

 

That the Committee resolve to deal with any supplementary items not appearing on the agenda, as reported by the General Manager.

 

No supplementary items were received.

 

4.       Indications of Pecuniary and Conflicts of Interest

Ref: Part 2, Regulation 8(7) of the Local Government (Meeting Procedures) Regulations 2015.

 

Members of the Committee are requested to indicate where they may have any pecuniary or conflicts of interest in respect to any matter appearing on the agenda, or any supplementary item to the agenda, which the Committee has resolved to deal with.

 

No interest was indicated.

 

 

 

 

 

5.       Transfer of Agenda Items

Regulation 15 of the Local Government (Meeting Procedures) Regulations 2015.

 

A Committee may close a part of a meeting to the public where a matter to be discussed falls within 15(2) of the above regulations.

 

In the event that the committee transfer an item to the closed portion, the reasons for doing so should be stated.

 

Are there any items which should be transferred from this agenda to the closed portion of the agenda, or from the closed to the open portion of the agenda?

6.       Reports

 

The Director City Growth, Mr Neil Noye addressed the Committee in relation to item 6.1.

 

6.1      Single-Use Plastics By-law and Regulatory Impact Statement

That the recommendation contained in the report of the General Manager and the Director City Planning of 15 February 2019, be adopted.

That:   1.    The Council defer consideration associated with the potential establishment of a single use plastics by-law for a 12 month period.

2.    The Council actively lobby the state government and encourage the development of statewide legislation to ban single use plastics in Tasmania in line with the motion passed by the Local Government Association of Tasmania at its General Meeting on 25 July 2018.

3.    The City continue to work closely with the relevant business community to support and encourage the voluntary reduction of the use of single use plastics.

6.2      Hobart Bicycle Advisory Committee - Meeting Notes - Election of Chairman and Terms of Reference Review

That the recommendation contained in the memorandum of the Director City Infrastructure of 15 February 2019, be adopted, amended by a new clause 3:

“3.   The Bicycle Advisory Committee be invited to give feedback on the potential referencing of pedestrians within the Terms of Reference of the Committee.”

            2.    The Council elect a Chairman for the Hobart Bicycle Advisory Committee from the nominated members of the Committee being:

(i)      The Lord Mayor, Councillor Reynolds;

(ii)     The Deputy Lord Mayor, Councillor Burnet;

(iii)    Councillor Harvey; and

(iv)    Councillor Ewin.

3.    The Bicycle Advisory Committee be invited to give feedback on the potential referencing of pedestrians within the Terms of Reference of the Committee
