Memorandum: Council
Elected Member Terminology
Introduction
The purpose of this memorandum is to request the Council’s consideration of the terminology applying to City of Hobart elected representatives.
Background
At its 23 July 2018 meeting the Council considered a report in relation to motions being submitted to the Local Government Association of Tasmania (LGAT) General Meeting.
One of the motions submitted to the LGAT meeting was as follows:
That LGAT lobby for changes to the Local Government Act 1993 to remove the word alderman from the Act entirely, leaving only councillor.
When the Council considered this motion at the 23 July 2018 meeting it resolved inter alia:
“That LGAT Lobby for a change to the Local Government Act 1993 to remove the word alderman from the Act entirely, leaving only councillor”, which is to be changed from not support, to support.
Notwithstanding the Council’s support of the motion to be put to the 2018 LGAT General Meeting, consideration of the terminology applying to the City of Hobart
elected representatives be deferred until the local government election.
The motion was carried at the LGAT meeting held on 25 July 2018.
Section 25 of the Local Government Act 1993 states that a person elected to a city council is a councillor but may be known as an alderman; the six cities defined as cities under Schedule 3B of the Act are Burnie; Clarence, Devonport; Glenorchy; Launceston and Hobart.
Discussion
Given that the election has now been held it is
appropriate that consideration be given to the terminology applying to City of
Hobart elected members.
It is also timely to consider this matter given that preparations are being made to order a range of stationery, business cards, civic badges, names plates and photo and honour boards. By considering elected member terminology now it will provide certainty around titles and allow the administration to place orders for those items mentioned previously.
This matter is referred to the Council for its consideration.
That the Council determine the terminology to apply to City of Hobart elected representatives.

As signatory to this report, I certify that, pursuant to Section 55(1) of the Local Government Act 1993, I hold no interest, as referred to in Section 49 of the Local Government Act 1993, in matters contained in this report.
