Memorandum of the General Manager of 7 November 2016.
The General Manager reports:
“In accordance with the provisions of Part 2 Regulation 8(6) of the Local
Government
(Meeting Procedures) Regulations 2015, this supplementary matter is submitted
for the consideration of the Council.
Pursuant to Regulation 8(6), I report that:
(a) information in relation to the matter was provided subsequent to the
distribution of the agenda;
(b) the matter is regarded as urgent; and
(c) advice is provided pursuant to Section 65 of the Act.”

Memorandum: Council
2016/2017 - The Taste of Tasmania - New Year's Eve Party, Reserve Seating Ticket and Glass Prices
The purpose of this report is to seek approval for New Year’s Eve and Reserve Seating ticket pricing as well as pricing for the sale of glasses for The Taste of Tasmania 2016/2017.
NEW YEAR’S EVE
Background
The Taste of Tasmania New Year’s Eve (NYE) celebration is the key large scale ticketed event for NYE in Hobart. Tickets for the event will be sold through the Theatre Royal. Total tickets available are:

Both types of seated tickets are consistently fully subscribed, however the General Admission is not normally fully subscribed, though many are sold in the week prior or on the night of the event.
New Year’s Eve Theming and Charity Partnership
This year a long standing partnership with the Save the Tasmanian Devil Appeal will be extended to provide the theme for NYE, to financially benefit the Appeal and provide a greater incentive for patron attendance.
In line with this extended partnership, this year’s NYE theme would be ‘Be an angel and save the devils’. Both fireworks displays are programmed to support this theme along with themed music and a change in site lighting.
Proposal
Early Bird Offer
For the first time, early bird tickets are proposed. An incentive of a ‘free’ premium Taste Plumm glass with each NYE ticket purchased would be offered before 1 December 2016 or until stock is sold out.
The Council is holding stock of 5,448 Plumm wine glasses and 720 Plumm Sparkling glasses.
NYE patrons would be able to collect their complimentary glass from 28 December 2016 until the end of the event from the Council’s on-site merchandise booth in the Forecourt on presentation or pickup of their NYE ticket.
Ticket Pricing
It is proposed that ticket prices be increased by 10 percent as follows:

Ticket prices for NYE at The Taste of Tasmania have not increased since 2013/2014.
The additional $8.18 (GST exclusive) for reserved seating and $3.63 (GST exclusive) for a General Admission would cover the cost price of the complimentary glass ($3.33).
Two percent of NYE ticket sales would be donated which will equate to around $6,000. This will appeal to patrons and generate a reason to attend.
In line with previous practice over a
number of years, children 12 years and under would be entitled to free general
admission tickets (no table seating) when accompanied by a parent or guardian.
VIP Entry
As a further initiative, it is proposed that patrons would upgrade their ticket to a ‘VIP Entry’ for an additional $10 until sold out. There will be a separate entry line into the venue where 500 patrons can be accommodated.
RESERVE SEATING
For a number of years the Council has offered a Reserved Seating section located along the premiere waterfront area, this year the number of tables available for purchase has increased to accommodate more patrons and to introduce two fully accessible tables.
It is proposed that there be no increase in Reserve Seating pricing from 2015/2016 levels, with all Reserve Seating tickets being $20 inclusive of booking fee and GST. This fee has not increased since 2014/2015. In line with previous years, 10 percent of tickets sales will be donated to the Tasmanian Devil Program Appeal.
GLASS PRICES
It is proposed that still and sparkling wine glasses sold on-site at the 2016/2017 Taste of Tasmania have a retail price of $8.00 inclusive of GST. It is proposed that the event move to a more versatile product of a stemless wine glass with pricing the same as last year’s product.

OTHER PRICING
It is proposed the General Manager be delegated to determine beer, beverage and water prices at City of Hobart operated bars, and all pricings associated with food and beverage tours and tastings operated or organised by the City of Hobart at the 2016/2017 Taste of Tasmania.
Beer and other beverage pricing at the Council operated bars is determined with consideration to retail pricing in Sullivans Cove and the advice of product suppliers.
That: 1. The following pricing for the New Year’s Eve party at the 2016/2017 Taste of Tasmania be approved:
2. Patrons with all ticket types be able to upgrade their ticket to a ‘VIP Entry’ for an additional $10 until sold out. This provision would include a separate entry line into the venue where 500 patrons can be accommodated. 3. Early bird New Year’s Eve tickets be provided, whereby tickets purchased before 1 December 2016 would include a free Taste Plumm glass, or until sold out. 4. Reserve Seating tickets be priced at $20 inclusive of booking fee and GST. 5. Two percent of New Year’s Eve and 10 percent of Reserve Seating ticket sales be donated to the Tasmanian Devil Program Appeal. 6.
